Why do you need to delete the account? Depending on the answer to that, an alternative might be to change the password and make sure it doesn't log in automatically. That will effectively remove access to most of the "personal data" that is associated with the account.

The only way you can sell your PS4 with access to games is to keep it designated as the Primary PS4 for your account, then log your account out. They will be able to play your games, and you keep your account. This violates the TOS, and any buyer would be a moron to accept this. People will be able to play your downloaded games using their own accounts if the PS4 is set as your account's primary PS4.
